Our Governance Structure

Good governance helps our Executive Team and Board lead Cornerstone Housing effectively and deliver our ambitions for Great Places, Great Service, Great Business and Great People. It ensures that our decisions are responsible, transparent and made in the best interests of our residents, colleagues, shareholders and wider communities.

We are regulated by the Regulator of Social Housing. Our current regulatory judgement grades are G1 for governance and V1 for financial viability, as of December 2025.

Cornerstone Housing is governed by a Board comprising independent Non-Executive Directors and the Chief Executive. Board members bring a range of skills, experience and perspectives to Cornerstone. Together, they set our overall strategic direction and ensure that the organisation is appropriately resourced, effectively managed and meeting its responsibilities.

Committees structures

In October 2026, we moved to three subcommittees:

The Audit and Assurance Committee provides assurance to the Board that the organisation’s risks, finances and treasury arrangements are being managed effectively. It oversees the external and internal audit programmes. As well as arrangements for preventing and responding to fraud, bribery and money laundering, as well as whistleblowing. The Committee also monitors improvement plans and provides assurance that Cornerstone complies with relevant regulatory requirements. The Chair of Audit and Assurance is Kathy James

The People and Culture Committee oversees how Cornerstone attracts, develops and rewards its people and Board members, while supporting a positive organisational culture and high standards of competence and conduct. It reviews the Chief Executive’s terms and appraisal, supports succession planning and recruitment, and uses the skills matrix to identify training needs and strengthen member diversity. The Committee also provides assurance that Cornerstone complies with relevant governance requirements. The Chair of People and Culture is Louise Cumberland.

The Customer Experience Committee ensures that the customer voice is heard throughout Cornerstone’s governance and decision-making. It oversees performance against customer and consumer standards, including property and building safety, complaints and key housing matters such as anti-social behaviour, rent and service charges. The Committee also reviews Tenant Satisfaction Measures and the annual report, considers equality, diversity and inclusion as they affect residents, and supports wider participation in shaping services. The Chair of Customer Experience is TBC.

Our Board recruitment

Recruitment to the Board is carried out in an open and transparent way using the most appropriate best practice relevant to recruitment and selection that is available at that time. New positions will be advertised on Cornerstone’s website as well as local recruitment sites.
Any recruitment will take into account the skills and experience currently on the relevant Board and those that are required to ensure the Board’s duties are discharged appropriately.
Consideration will also be given to the need to ensure the board includes people from diverse backgrounds and with diverse attributes to ensure appropriate challenge and debate.
The method of recruitment will take account of the number of Non Executive Directors required and the appropriate skills/experience needed. This may involve a wider recruitment exercise using local or trade press or a more targeted approach using more specialised networks.
